Cello launches managed procurement unit to boost tech sourcing

Tue, 8th Jul 2025

Cello has established a dedicated Managed Procurement Services Division focused on strategic sourcing and supplier management in response to increased customer demand for enhanced procurement support.

The division is intended to integrate sourcing expertise with vendor relationship management, reflecting the growing requirement among New Zealand organisations for advisory-led procurement services that support technology investment decisions. The move is aligned with broader trends around digital transformation and managing increasingly complex vendor environments.

Francis File has been appointed as General Manager, Procurement, to lead the new division. File brings considerable experience in managing large-scale technology sourcing programmes and has previously led one of New Zealand's largest procurement departments.

Leadership appointment

File is recognised for his track record in complex procurement strategies and assembling high-performing teams, particularly in managing multi-million-dollar technology acquisitions and developing relationships with major global vendors. His approach emphasises commercial understanding as well as operational discipline.

"I'm thrilled to join Cello. Our customers deserve procurement partners who understand not only the technology, but also the commercial, operational and service options that can be key to their success."

The new division underscores the company's intent to expand its service offerings, positioning procurement as a strategic function rather than a transactional one. According to Cello, the structure will bring together sourcing professionals and vendor specialists under a single team to address client priorities as market trends evolve.

Divisional focus

Initially, the Managed Procurement Services Division will concentrate on the strategic sourcing of telecommunications equipment, utilising Cello's established market intelligence and vendor contacts to secure value for clients. The company plans to broaden the division's remit over time, extending its services to cover a wider range of hardware, software, and managed services.

The division will also coordinate partner enablement initiatives, including structured training, vendor-led workshops, and strategic planning sessions. These are designed to ensure that internal teams and channel partners are kept informed of developments such as vendor innovations, certifications, and product roadmaps.

"Our aim is to bring clarity and expert advice to procurement decision-making. By blending sourcing expertise with vendor insights, we aim to help our clients make informed choices about their technology investments."

Cello's approach reflects shifting customer expectations, with organisations encountering greater challenges in managing vendor relationships, supply chain risks, and governance requirements associated with technology procurement. The division aims to combine technology and procurement expertise for the benefit of its clients.

Strategic expansion

The formation of the procurement division is positioned as a response to accelerating digital transformation initiatives and associated complexities within the technology vendor landscape. Cello plans to integrate the new unit into its broader service structure, building on its background in enterprise network services.

"This initiative reflects our intention to strengthen how we work with vendors and clients alike, and to evolve the perception of procurement to be value-oriented," said Andrew Allan, Managing Director, Cello. "Francis's appointment is an important milestone as we evolve this capability in line with market interest, while helping ensure better value and long-term outcomes for our clients, our partners and our business."

Cello remains focused on supporting enterprise and public sector customers, underlining a commitment to adapting its service model to reflect changing conditions and customer priorities.
